Oh, That's Just So Common
If you want to create a common folder in the Start menu, you should log on with administrative privileges. Having done that, click the Start button with the right mouse button. Open the Programs folder and click the right mouse button again, create a new folder and name it. Add all the shortcuts you want to make available to the new folder.
