Using Phone Dialer
Phone Dialer enables you to place telephone calls from your computer by using your modem or another Windows telephony device. It also has the ability to remember and store up to ten different frequently called numbers.

If you have Phone Dialer installed you can find its icon under Accessories. If it isn't installed, go to Control Panel, Add/Remove Programs, click the Windows Setup tab, click Communications, then Details. Scroll down and select Phone Dialer.
