Turn off Auto-Arrange
If you've got the Auto Arrange option set for your desktop, you've found you can't move icons around. You can drag-and-drop all you want, those icons will snap right back to the left side of the screen when you let go.

If you want to place them around your desktop where YOU want them, click the desktop with the right mouse button, choose Arrange Icons and deselect Auto Arrange. You can still have all your icons in nice, neat rows, but you don't have to settle for having them all on the left side. Once you've got everything where you want it, click the desktop with the right mouse button and choose Line up Icons. You can adjust the vertical and horizontal spacing of icons in Control Panel / Display / Appearance / Item.

We recommend a horizontal spacing of 48 and a vertical spacing of 30 for an 800x600 display. This gives you the same spacing around all the edges of the screen if you want to locate icons around all four sides.
