Adjusting wallpaper position
You can't really do too much with Desktop wallpaper, other than specifying a .BMP, then choosing between Tile or Center. How would you like to be able to control the actual position of the wallpaper on your screen? Well, you can and here's how:

Fire up the Registry Editor (Start, Run, regedit) and drill down to [HKEY_CURRENT_USER]/Control Panel/desktop. You're going to have to create two new String Values here, so pay attention.

Right click on Desktop in the left pane and select New > String Value from the drop down menu. A new entry will appear in the right pane. Name this new entry WallPaperOriginX Repeat these two steps and create a second entry, name this one WallPaperOriginY Now you can double-click these new entries, one at a time, in the right pane to assign their values. These values represent the distance (in pixels) that your image will move down and left, from the upper lefthand corner of the screen. Entering 0 (zero) under Value Data for both is the default. Leaving these values set to 0 will cause your wallpaper images to be centered. Adjusting these values to say, 10 and 10, will move your wallpaper image down 10 pixels and left 10 pixels from the top left corner. A couple of things to keep in mind, these options only take effect if you have wallpaper set to Center on your Display Properties page (under Control Panel, Display, Background). If you're set for Tile, these new settings will have no effect. Also, the effect you get depends on the actual resolution you're running. In other words, your wallpaper position will look very different between 640 x 480 and 800 x 600.

WARNING!! This is a REGISTRY HACK! And as such, you MUST FIRST make a backup of your Registry so that you can recover from any mistakes you might make. The Registry is a very unforgiving place if you don't know EXACTLY what you are doing. An incorrect Registry entry can render your entire system INOPERABLE.
